Toll Information

The motorway toll is the amount the user has to pay for using the motorway.

Toll revenues are used to recover investments already made or to be made, to support network modernisation, innovation, operation and costs, and to recover the price paid in the event of sale or privatisation procedures.

The toll is calculated by considering only one entry toll gate and one exit toll gate, with no intermediate payment points, thus generating a single transit with a single ticket.

The amount will be calculated based on the shortest route identified on the interconnected highway network.


INFORMATION ON TOLL CALCULATION METHODS, UNIT TARIFFS AND TARIFF CLASSES

The motorway toll, in accordance with the tariff regulations introduced by ART Resolution no. 68 of 19.6.2019, is calculated by multiplying the number of kilometres travelled, including the kilometres of junctions, slip roads and free motorway stretches before and after the tollbooth, built and managed by the Concessionaire, by the relevant unit tariff (€/km), increased by the additional fee (the so-called “surcharge”) to be paid to ANAS pursuant to Article 19, paragraph 9-bis of Italian Decree Law 78/2009 converted with amendments by Italian Law 102/2009 and by Article 15, paragraph 4 of Italian Decree Law 78/2010. The amount obtained, increased by current VAT, is rounded to the nearest 10 euro cents as governed by Interministerial Decree no. 10440/28/133 of 12/11/2001 of the Italian Ministry for Infrastructure and Transport and the Italian Ministry for Economy and Finance.

The unit tariff is commensurate with the characteristics of the motorway stretches (plain or mountainous) and vehicle class (see Table), which is defined by “axle-shape”.

The Concessionaire’s kilometre unit tariffs are periodically updated on the basis of a revision formula that takes into account 70% of the real inflation rate of the last 12 months, as well as the return on investments related to new works carried out.

Unit rates are updated periodically according to the formula established in the Concession Agreement in place between the Ministry of Infrastructure and Transport and the SATAP Concessionary Company. The annual increase in the unit tariff is applied without discretion. The current year’s toll tariff increase for travel along the network operated by SATAP is 0.00%.

INFORMATION ON DISCOUNTS

Note no. 13976 of 27/07/2017 authorised a tariff alteration for motorcyclists that provides for a toll reduction of 30% of the amount due for vehicles in the current class of reference (class A), extended from year to year until 31/12/2025.

The application of this alteration is reserved for paying customers in the electronic toll collection system and, again with reference to this method, access is guaranteed both for customers of the national service provider Telepass and for customers of the EETS (European Electronic Toll Service) providers who take part in the initiative.

INFORMATION ON TOLL COLLECTION METHODS

Motorway tolls can be collected using “closed” or “semi-closed” collection systems.

Closed system means: motorway sections for which toll collection takes place via exit stations with channelled lanes with equipment capable of detecting vehicles, correctly classifying them according to objective physical parameters and calculating the distance in kilometres relative to the distance travelled. The journey is determined by the passage of the vehicle from two detection points (entry and exit stations) of the infrastructure itself connected to the motorway by junctions and equipped with traffic channelling and barriers. At these stations, automatic detection and classification of the vehicle in transit takes place. The calculation of the toll when passing through the exit station is based on a unit tariff, per kilometre and per vehicle class, defined in the binding contract between the concessionaire and the grantor.

Semi-closed system means: motorway sections for which toll collection takes place via toll collection stations with channelled lanes with equipment capable of detecting vehicles, correctly classifying them according to objective physical parameters and associating a length with the journey. The distance may be calculated in a manner corresponding to the distance travelled (in the case of a single route involving the same toll station) or assigned on a conventional basis, in the case of route alternatives involving the same toll station.

MOTORWAY TOLL EXEMPTIONS

Exempt by Law
Pursuant to Article 373 of Italian Presidential Decree no.495(2) of 16.12.1992, as amended, the following categories are exempt from paying the toll:
a) State Police vehicles with “Police” plates and A.N.A.S. vehicles with distinguishing marks;
b) Carabinieri vehicles with “CC” number plates bearing an Italian Ministry of Defence registration certificate with the Carabinieri registration;
c) Vehicles with C.R.I. number plates, as well as vehicles of voluntary associations and similar non-profit organisations, used for rescue in the performance of their specific service and provided with the appropriate sticker approved by decree of the Italian Minister for Transport and Navigation and Public Works;
d) Vehicles with V.F. (Fire Brigade) plates, as well as those belonging to the permanent fire brigade of the autonomous provinces of Trento and Bolzano;
e) Vehicles with G.d.F. (Financial Police) plates
f) Vehicles with C.F.S. (State Forestry Corps) plates
g) Vehicles with POLIZIA PENITENZIARIA (Penitentiary Police) licence plates
h) Armed Forces vehicles used for rescue purposes (ambulances, tow trucks, etc.) in the course of duty of following motorcades
i) Armed Forces vehicles during emergency interventions and public disasters, as well as civil vehicles, with Italian or foreign licence plates, which, within the framework of bodies or organisations formally recognised by their respective States, following natural disasters or warlike events, transport basic necessities to aid the affected populations, provided that they have specific certification from the competent authorities;
j) The vehicles of officials of the Italian Minister for the Interior, A.N.A.S., the General Directorate of the M.C.T.C., the General Inspectorate for Traffic and Road Safety, and the Italian Ministry for Public Works, authorised to carry out traffic police duties
Vehicles with CP (Harbour Master’s Office) licence plates and mechanical rescue vehicles authorised to intervene by our Operations Centre are also exempt from paying the toll.

 

Voluntary Associations

Pursuant to Article 373 of Presidential Decree of 16.12.1992, vehicles of voluntary associations and similar non-profit organisations, used for rescue in the performance of their specific service and provided with a corresponding sticker (which must be visibly displayed at the front of the vehicle), are exempt from toll payment.
It is also emphasised that, for the right to exemption to exist, all the following conditions must be fulfilled at the time of transit:

  • The vehicle must be registered in the name of the voluntary association or similar non-profit organisation
  • The vehicle must be used for rescue purposes
  • The vehicle must be engaged in the performance of the specific service
  • The vehicle must be provided with the appropriate sticker

The Circular of the Ministry of Public Works dated 05.08.1997, no. 3973, the Circular of the Ministry of Infrastructure and Transport dated 18.09.2014, no. 378, as well as the note of the Ministry of Infrastructure and Transport, Struttura di Vigilanza sulle concessionarie autostradali, dated 02.10.2014, prot. no. 8758, illustrated the terms and methods to apply the aforementioned regulatory provision, providing that the exemption in favour of Voluntary Associations operates exclusively for emergency rescue/transportation, as well as for non-emergency transport of sick people free of charge.
In the presence of these conditions, voluntary associations can choose to define transit via electronic toll collection devices (a) or in other ways (b).

(a) The entire transaction shall be executed through the special web platform managed by the Telepass and Autostrade per l’Italia Companies, with reference to the provisions of the Memorandum of Understanding on the matter between all the Concessionary companies.

(b) The toll collection staff is obliged to demand payment of the toll and, if not paid, a normal non-payment report shall be issued. If the voluntary association considers that the transit is exempt from the charge, it must ask the issuing Concessionary Company to cancel it, declaring under its own responsibility that it meets all the above requirements. Please note that the non-payment report will also be issued if the ambulance passes through without stopping at the toll station.

UKRAINE HUMANITARIAN EMERGENCY

As per Ordinance no. 876 of 13 March 2022 of the Presidency of the Council of Ministers, Civil Protection Department, exemption of the toll has been arranged for Ukrainian citizens arriving from Ukraine and persons coming from Ukraine, who enter Italy as a consequence of the current events.

The aforementioned exemption will be valid for up to 5 days from entry into Italian territory by those entitled to it.

At the time of transit out of the stations of the undersigned Company, giving preference to manual toll lanes, a duly completed and signed self-certification must be handed over to the collector; the relevant form (in Italian and English) can be downloaded by selecting the corresponding icons below.

In automatic toll lanes controlled by a remote monitoring operator, the user must collect the transit certificate and send it together with the self-certification to the e-mail address emergenzaucraina@satapweb.it.

TOLL PAYMENT

Tolls can be paid in cash exclusively at manual toll gates manned by toll collectors or at automated terminals; the main foreign currencies are also accepted as payment in the manual lanes, with change given in euros if necessary.

For toll payment, you can choose between dynamic electronic toll systems, or use Viacard current account toll cards, approved credit cards (where the logo appears on the machine) or FastPay debit cards.

The national electronic toll service provider, which will continue to operate, was joined by other electronic toll service providers accredited to provide services related to the European Electronic Toll Service “EETS” and the Interoperable Electronic Toll Service “SIT”.

THE VIACARD CURRENT ACCOUNT TOLL CARD

This is a magnetic payment instrument – issued against a Viacard contract – and can only be issued by credit institutions that have an agreement for this service.

CONSEQUENCES OF NON-PAYMENT

During payment transactions, users may encounter some issues that affect the normal collection procedure. If the problem occurs at a lane managed by a collector, the collector will be able to explain how best to proceed.

If, on the other hand, the problem occurs at an automatic lane, users are not recommended to get out of their vehicle nor reverse out of the lane, but to press the “richiesta di intervento” (call for assistance) button, and communicate with staff via intercom. Users must collect the receipt from the opening where the payment methods and useful contacts are indicated.

If the problem occurs at a dedicated electronic toll lane and you users do not have the device, after the journey they must go to a S.A.T.A.P. S.p.A. Customer Relations Centre (CRU) to settle the toll or send an e-mail to ufficioutentia4@satapweb.it for further instructions. Should the non-payment report be issued for reasons not attributable to the user, no surcharge will be applied to the toll due.

It should be noted that: “For toll motorway users without an entry ticket, or who engage with the control facilities improperly with respect to the ticket in their possession, the toll to be paid shall be calculated from the farthest entry station, based on their vehicle class. Nonetheless, users have the right to prove their entry station.” (Article 176(16), Italian Highway Code). Users do, however, have the option of self-certifying the entry station by declaring it directly to the toll collector at the exit station (manual lane) or, following the issue of a Toll Non-Payment Report at the automatic lane or self-service tollbooth, by filling in the form

available in the “Services” – “Forms” section of the https://www.satapweb.it/en/ website

The Company reserves the right to accept the self-certification of the entry tollbooth and to carry out subsequent checks on the truthfulness of the declaration.

The toll can be paid within 15 days from the date of transit. If payment is made after this deadline, the amount will be increased by € 2.58 for collection costs.

If the non-payment persists, the forcible debt collection procedure will be activated, with consequent increase of the costs to be borne by the debtor (Art. 373, Italian Highway Code).

In the event of non-payment of the aforementioned amounts, the relevant documents will be forwarded to the relevant Traffic Police Reports Office, for consequent notification of administrative sanctions pursuant to Art. 176(11) and (21) of the Italian Highway Code, for ascertained breach of the obligation to pay a motorway toll (which envisages payment of a fine between € 87.00 and € 344.00, and the loss of 2 points from the offender’s driving licence).

MUTUAL AGREEMENT FOR THE COLLECTION OF TOLL NON-PAYMENT REPORTS

– Payment at Manual Tollbooths
Only toll non-payment reports (RMPP) issued no more than 15 days ago can be settled at manual tollbooths. The Collector cannot accept partial payments.
